Customizing the TTV Message Boards - Tutorial

Could someone help me find how to change the color for when you hover your mouse over the notification/search buttons in the top right?

Whenever I try to create a new theme, none of the changes I make actually come into effect : (

Is there a special way to save it so it works?

How do you publish a completed theme?

You make an account, and then you go to the my account page. from there you hit new style, then you copy and paste the CSS.
