Look closely at the Toa’s left shoulder (specifically the upper portion of the arm piece just below the actual shoulder).
This one.
Now look at Tahu’s left shoulder* (again, specifically the upper portion of the arm piece).
Now look at Lewa’s** (once more, just the upper portion of the arm piece).
Now look back at the Toa in the concept art.
The Toa in question is Lewa with a Hau, not Tahu.
