It starts to get fuzzy with figurative language. A verbal “slip” is a sort of metaphor, comparing your speech patterns to walking, making the idea of a derailed speech pattern easier to conceptualize. The question is whether or not this remains a metaphor, or whether it’s just a new meaning for the word - or perhaps it’s a pun regardless.

Personally, I like to keep things simple: If it’s a piece of dumb wordplay that makes me laugh, it’s a pun.
