Weird LEGOLAND Promo? Maybe?

So, I was shopping at my local Savers store (which is similar to Goodwill), when I just happened to stumble upon a bag of Lego pieces. This Savers does get a lot of Lego pieces in, which I have subsequently bought, but what I found in this bag was most peculiar.


It’s obviously from when Land of Adventure opened at LEGOLAND California in 2008, but when I tried to search for this online, absolutely no results came back. There are only a few conclusions that I have drawn about this MOC.
1: It’s glued,
2: It’s incomplete, and
3: It’s an official piece of park promotional material.
I was wondering if anyone here could help me figure out what this is exactly. And if you are not able to, where I could go to find out more (at least, without needing to go to the park, as even that may not give me the results I’m hoping for).

So is every piece glued?

Yes. While the column can be detached from the base, it’s really obvious that even those were glued together at one point in time, as some of the residual glue is still present.

I remember when that part of the park opened.
