Rhotuka: The rhotuka can apply it’s energy to a cylindrical area of effect. Anything caught in this area is cut off and spins independently of the rest of the world, unaffected by outside forces like gravity, magnetism, etc. while spinning.
The area, how long it spins, and the speed it spins can all be adjusted, but spinning larger areas for longer takes more energy. Charging it up for longer gives it more energy to do the stuff stated above.
While applying its effects the center of the area is the rhotuka and the rhotuka can not move nor change alignment.
Weaknesses: Has a general moral compass, might step into things that don’t need his involvement
